Until now, the management of the University of Zenica has not reacted to the untruths that the Prime Minister of ZDK presented to the media, first of all respecting the fact that the negotiations on the collective agreement between the Founder and the Union for Primary, Secondary and Higher Education of ZDK were ongoing. We are glad that it was signed to our mutual satisfaction.<\/p>\n
Due to the fact that inaccurate claims have been made in the media, which result in damage to the reputation of the University of Zenica, we are forced to address the public in this way in order to present true and accurate allegations and deny arbitrary, malicious and tendentious claims.<\/p>\n
First of all, we believe that it is important for the public to know why the Prime Minister of ZDK did this to the University of Zenica, that is, the institution where the appointed person is also employed as a teacher?<\/p>\n
The Senate of the University, on the proposal of the management, made a decision limiting the engagement of all external collaborators to a maximum number of 150 hours for the academic year. That number of hours represents the norm for a teacher employed at the University. Until this Decision of the Senate was passed, external associates had a greater number of classes, but the question of the quality of teaching was raised, because external associates are usually engaged in other institutions. For example, Prime Minister Nezir Pivi\u0107 had a full-time employment relationship as the Deputy Minister of Justice of Bosnia and Herzegovina, and at the same time he held and paid for over 400 hours and participated in the work of several committees at the University of Zenica, and on that basis is on an annual basis. received over 20,000.00 KM, that is, for eight years of mandate, about 200,000.00 KM. Since the aforementioned fee was significantly reduced by the aforementioned decision of the Senate, we assume that there is a motive for revenge against UNZE, with the fact that this type of behavior represents an abuse of the prime minister's duties.<\/p>\n
Regardless of the false accusations that we work on the edge of legality, we emphasize that the management conducts its activities exclusively in accordance with the applicable regulations. Current regulations imply, among other things, the autonomy of the University, i.e. political independence, which was also confirmed by the decisions of the Constitutional Court of Bosnia and Herzegovina. Based on those verdicts, the ZDK Assembly had to change its cantonal law on two occasions, the provisions of which were found to be unconstitutional and which attempted to exert political influence on the University. The Statute of the University was adopted in accordance with the Framework Law on Higher Education in Bosnia and Herzegovina, and we believe that this is not an illegal act, but rather respect for the Constitution of Bosnia and Herzegovina and the hierarchy of legal regulations. Illegality can be determined only by the competent courts and prosecutor's offices, as independent bodies.<\/p>\n
The university is also called out for excessive spending of money for the national team in 2023. We emphasize that on two occasions the budget inspection came to the University on this basis, and it was concluded that there was no violation of the Law on Budget Execution. All funds were used exclusively for: organization of University promotion, organization of round tables and conferences, formal promotion of students, open days, formal academies, etc.<\/p>\n
In connection with the functional supplements for teachers that were the object of the challenge of the Prime Minister of ZDK, we point out that they exist in all universities in BiH, and so far, even in ZDK, no one has contested these functional supplements. These are already acquired rights that imply additional work and additional responsibility. If the proposed collective agreement by the Founders, which abolishes the functional allowances, was adopted, a large number of teachers would not have any increase, but rather a decrease in salary, considering that they would not have a functional allowance. By acting like this, we would not only agree to a salary reduction at the moment when everyone's salaries are increased, but we would also question the regular functioning of the University, given that it is realistic to assume that no one would want to perform these functions without additional compensation, which is precisely at the moment it is a big problem because the University of Zenica is in the process of re-accreditation.<\/p>\n
Prime Minister ZDK changes theses and persistently presents falsehoods that the management demanded a percentage increase in salaries, which is not true. A linear salary increase for all employees is the union's agreed position with the former ZDK government. We call on the Prime Minister of ZDK to publish any evidence that the management insisted on a percentage increase in wages, and if there is no evidence, let him stop misleading the public.<\/p>\n
What presents us with the biggest problem is the fact that the government is trying to damage relations within the University by falsely imposing theses that we are against a linear salary increase and that we only care about the personal interest of the management. Namely, as a University, we have done everything to employ young people (assistants) and give them the opportunity to develop at a renowned institution, and as far as we know, the UNZE Union fought for those assistants to be exempted from paying master's and doctoral study.<\/p>\n
The statement that the Administrative Board does not receive the necessary data on the work of UNZE is completely incorrect. Regularly, and specifically 3 months ago, we submitted all the required data to the President of the Supervisory Board for the preparation of the nine-month report within 2 days: analytical cards from the gross balance, copies of travel orders, copies of invoices for the national team, etc. Reports on the operations of the University of Zenica until 2023 have been adopted by the Management Board of the University of Zenica, the Government of ZDK and the Assembly of ZDK.<\/p>\n
We especially point out that completely arbitrary allegations about pressure and mobbing of teachers and assistants were presented, without stating in which specific form and in relation to which specific person. On the contrary, teachers, assistants and other employees of UNZE have full rights and freedoms, in accordance with the relevant regulations, and we recommend the same relationship and legal practice to other institutions and officials of ZDK.<\/p>\n
Finally, we call on the Prime Minister of the ZDK to accept the fact that higher education is of special importance for society and to respect the academic freedoms guaranteed by the Framework Law on Higher Education in BiH and to stop stating falsehoods that can only bring harm to this institution.<\/p>\n
