June 30, 2025, was the legal last day for the payment of salaries to employees of the University of Zenica. However, the Ministry of Finance of the Zenica-Doboj Canton and the Government of the Zenica-Doboj Canton, knowingly violating the Labor Law and grossly abusing their position, failed to fulfill this legal obligation. Instead of ensuring the regular payment of salaries, the Ministry returned to the University complete documentation with correct payslips signed by the only legally authorized representative of the University of Zenica.<\/p>\n
This is a direct attack on the livelihood of 300 employees and their families, all in an attempt to exert illegal political pressure and illegal means to influence the academic community over the issue of the election of the rector, or rather the attempt to illegally and fraudulently remove him in order to establish full political and illegal control of the government over the University of Zenica. The issue of the election and removal of the rector of the University, which is under the exclusive jurisdiction of the Senate as prescribed by the State Law on Higher Education of BiH, the Law on the Public Institution University of Zenica and confirmed by several decisions of the Constitutional Court of BiH, cannot and must not be a reason for the suspension of salaries of employees who have nothing to do with that process.<\/p>\n
This is a clear and conscious illegal political blackmail, creating disorder, institutional violence, illegal abuse of power positions and an attempt to discipline the academic community through unconstitutional and illegal financial blockades. This behavior of the authorities in the Zenica Autonomous Region directly violates the Constitution of BiH, the Labor Law, the Collective Agreement, the Framework Law on Higher Education of BiH, the Law on the University of Zenica and, above all, basic human rights.<\/p>\n
The University of Zenica informs the public, citizens, and academic community in BiH that it will use all legal means - including criminal charges for abuse of position by officials in the ZDC Government - to protect its employees, academic self-government guaranteed by state law, and the institutional autonomy and dignity of the University of Zenica.<\/p>\n
We call on all relevant actors, domestic and international institutions, to immediately respond to this unprecedented pressure on academic freedom and the livelihood of workers. This fight is not just the fight of the University of Zenica \u2013 this is a fight against the collapse of the principles of higher education in BiH, the undemocratic abuse of power instruments in the Zenica-Doboj Canton, political forces, illegal politicization and the collapse of the only higher education institution in the Zenica-Doboj Canton.<\/p>\n
