Competition for the selection and appointment of a member of the Board of Directors of the University of Zenica

Based on the Decision of the Senate of the University of Zenica, number: 01-02-5-2902/23 dated August 29, 2023. is published

COMPETITION
for the election and appointment of a member of the Board of Directors of the University of Zenica
2 (two) members from among full-time permanent employees at the University of Zenica
and 1 (one) member from among the students of the University of Zenica

 

I

The Competition is published for the selection and appointment of members of the Board of Directors of the University of Zenica from the ranks of permanent full-time employees at the University of Zenica and from the ranks of students at the University of Zenica, as follows:

  1. members of the Board of Directors of the University of Zenica from among full-time permanent employees at the University of Zenica-2 (two) members.
  2. member of the Board of Directors of the University of Zenica from among the students of the University of Zenica-1 (one) member.

The selection and appointment of members of the Board of Directors of the University of Zenica is carried out for a term of four years.

The scope of work of the Management Board of the University of Zenica is determined by the provisions of Article 54 of the Law on Higher Education ("Official Gazette of the Zenica-Doboj Canton", number: 12/22), Article 19, paragraph 2 of the Law on JU University of Zenica - Refined text ( "Official Gazette of the Zenica-Doboj Canton", number: 1/18, 10/18 and 13/21) and Article 62 of the Statute of the University of Zenica (Refined text), namely:

a) gives a preliminary opinion on the Statute of the University at the proposal of the Senate,

b) passes an act that determines the method of calculating salaries and other income at the University with the prior consent of the Canton Government, and passes a general act on the internal organization and systematization of workplaces, as well as other general acts in accordance with the law and the Statute of the University,

c) makes a decision on the establishment of other legal entities, in accordance with the law and the Statute of the University of Zenica,

d) determines financing and development plans, including the organization of new organizational units and study programs,

e) adopts the annual work program of the University at the proposal of the University Senate,

f) adopts a financial plan and adopts the annual calculation,

g) directs, controls and evaluates the work of the rector, that is, the director in the field of financial operations,

h) solves issues of relations with the Founder,

i) decides on the use of funds for work in excess of the amount determined by the Statute of the University,

j) decides on employees' objections to the decisions of the University authorities, which in the first instance decided on the rights, obligations and responsibilities of employees from the employment relationship,

k) at least once a year submits to the Founder a report on the operations and results of the University's work,

l) makes the final decision on the election and dismissal of the director of the Student Center,

m) performs other tasks in accordance with the law, the act of incorporation and the Statute.

 

II

A candidate who meets the general and special requirements can be elected as a member of the Board of Directors of the University of Zenica from among full-time permanent employees at the University of Zenica.

The general conditions are:

  1. that he is a citizen of Bosnia and Herzegovina,
  2. that he has not been legally convicted of a criminal offense with the legal consequence of being prohibited from holding office.

Special conditions are:

  1. that the teacher was selected for one of the scientific-teaching or artistic-teaching professions,
  2. that he is employed full-time at the University of Zenica,
  3. to have the ability to conscientiously and responsibly perform the duties of a member of the Board of Directors, communication and organizational skills, as well as the ability to make impartial decisions,
  4. that he has achieved significant work results (published works, participation in the organization and work of scientific conferences, seminars, etc.),
  5. to know the rules and regulations relevant to the work and functioning of the University,
  6. to know the organizational structure of the University, budgetary operations through the Treasury, and the way of financing the budget beneficiaries of the Zenica-Doboj Canton, that is, the University of Zenica.

The rector, vice-rector, head of the organizational unit of the University and members of the Senate cannot be members of the Board of Directors of the University of Zenica.

III

A candidate who meets the general and special conditions can be elected as a member of the Board of Directors of the University of Zenica from among the students of the University of Zenica.

The general conditions are:

  1. that he is a citizen of Bosnia and Herzegovina,
  2. that he has not been legally convicted of a criminal offense with the legal consequence of being prohibited from holding office.

Special conditions are:

  1. that he is a student of the I (first), II (second) or III (third) cycle of studies at one of the faculties of the University of Zenica,
  2. that his grade point average is at least 8 (eight),
  3. that he was not disciplined for violations of student discipline during his studies,
  4. to know the organizational structure of the University, budgetary operations through the Treasury, and the method of financing
    budget users of the Zenica-Doboj canton, that is, the University of Zenica.

Student representatives elected to the Senate of the University of Zenica, as well as student representatives elected to the scientific-teaching council of the faculty/organizational unit, cannot be members of the Board of Directors of the University of Zenica.

A candidate who is elected to the position of a member of the Board of Directors of the University of Zenica from among students is obliged to submit certificates every academic year proving that the required conditions for selection have been met.

 

IV

With signed application candidates for a member of the Board of Directors of the University of Zenica from the ranks of full-time permanent employees at the University of Zenica are required to submit evidence of meeting the required general conditions:

  1. A signed short biography, address, contact phone number, e-mail,
  2. Certificate of citizenship, in accordance with point II subpoint 1. (general conditions),

Candidates for a member of the Board of Directors of the University of Zenica from the ranks of permanent full-time employees at the University of Zenica are required to submit evidence of meeting special conditions:

  1. The decision on selection into a scientific-teaching or artistic-teaching profession, in accordance with point II sub-point 1. (special conditions),
  2. Confirmation/certificate of employment, in accordance with point II subpoint 2. (special conditions),
  3. Confirmation of the head of the organizational unit of the University of Zenica on the ability to perform duties as a member of the Board of Directors of the University of Zenica, in accordance with point II subpoint 3. (special conditions),
  4. Evidence of achieved significant work results in accordance with point II subpoint 4. (special conditions), such as (published works, participation in the organization and work of scientific conferences, seminars, etc.)

 

V

With signed application candidates for a member of the Board of Directors of the University of Zenica from among the students of the University of Zenica are required to submit evidence of fulfilling the required general conditions:

  1. A signed short biography, address, contact phone number, e-mail,
  2. Certificate of citizenship, in accordance with point II subpoint 1. (general conditions),

Candidates for a member of the Board of Directors of the University of Zenica from among the students of the University of Zenica are required to submit evidence of meeting special conditions:

  1. Certificate of student status of the University of Zenica, in accordance with point III. subsection 1. (of special conditions),
  2. Certificate of passed exams, in accordance with point III. subsection 2. (of special conditions),
  3. Confirmation by the faculty that he has not been disciplined for violations of student discipline during his studies, in accordance with point
    III subsection 3. (of special conditions).

VI

Documents on the fulfillment of general and special conditions from points IV and V must be original or certified copies no older than 3 (three) months from the date of publication of the Competition.

Candidates who are on the list of candidates who meet the conditions established by the competition drawn up by the Competition Committee will be invited to an interview by the Competition Committee for the selection of members of the Board of Directors of the University of Zenica from among full-time full-time employees of the University of Zenica and from among students of the University of Zenica (hereinafter: Competition Committee), appointed by the Senate of the University of Zenica.

Candidates from the ranks of full-time permanent employees at the University of Zenica and candidates from the ranks of students of the University of Zenica who hold one of the positions from points II and III of this Competition, by being elected and appointed to the position of member of the Board of Directors of the University of Zenica, are obliged to initiate the procedure for dismissal from the mentioned functions, i.e. membership in the academic bodies of the University of Zenica, within 15 days from the date of appointment as a member of the Board of Directors of the University of Zenica.

 

VII

Candidates from the ranks of full-time permanent employees at the University of Zenica and candidates from the ranks of students of the University of Zenica who are elected by the decision of the Senate of the University of Zenica are obliged to submit to the Competition Committee within 7 (seven) days from the date of the session of the Senate of the University of Zenica , confirmation/verification of the Ministry of Internal Affairs, in accordance with point II subpoint 2. and point III. subsection 2 of the general conditions of the Competition.

The said certificate/verification, not older than 3 (three) months from the date of issue by the competent authorities, must be submitted by the candidates in the original or a certified copy. 

VIII

Applications, with all necessary documentation, must be submitted within 15 (fifteen) days from the date of publication of the Contest in the daily newspaper.

Applications for the Competition with the necessary attachments are submitted in a sealed envelope by registered mail or to the protocol of the Rectorate of the University of Zenica, to the address:

Incomplete and late applications will not be considered.

The competition was published in the daily newspaper Večernji list BH on February 12, 2024
