Competition for the selection and appointment of the director of the Student Center of the University of Zenica

Based on Article 51 point m) and Article 73 paragraph (3) of the Law on Higher Education ("Official Gazette of the Zenica-Doboj Canton", number: 6/09, 9/13, 13/13, 4/15, 5/ 18, 4/19, 19/20 and 15/21), Article 19, paragraph 2, indent 13, and Article 21, paragraph 3 of the Law on JU University of Zenica - Refined text ("Official Gazette of the Zenica-Doboj Canton" number: 1/18, 10/18 and 13/21), Article 57, paragraph (1) point r) and Article 161, paragraph (2) of the Statute of the University of Zenica (Refined text), and the Decision of the Management Board of the University of Zenica, number: 01-01-1-1871/22 from 09.05.2022. year, is announced

COMPETITION

for the election and appointment of the director of the Student Center of the University of Zenica

 

I

The director of the Student Center is elected for a mandate period of 4 (four) years.

The scope of work of the Director of the Student Center is determined by the provisions of Article 72, paragraph (2) of the Law on Higher Education ("Official Gazette of the Zenica-Doboj Canton", number: 6/09, 9/13, 13/13, 4/15, 5/18 , 4/19, 19/20 and 15/21), Article 21.h paragraph (2) of the Law on JU University in Zenica - Refined text ("Official Gazette of the Zenica-Doboj Canton" number: 1/18, 10/18 and 13/21) and Article 159, paragraph (1) of the Statute of the University of Zenica (Refined text), namely:

• a) organizes and manages the work of the Student Center;
• b) represents the Student Center and is responsible for its work;
• c) represents the Student Center within the scope of registered activity and upon the rector's authorization;
• d) proposes to the rector the internal organization and systematization of the Student Center workplaces;
• e) proposes the use of the organizational unit's own resources in accordance with legal regulations;
• f) proposes quality coefficients for calculating the salary of Student Center employees;
• g) disposes of financial resources of the Student Center in the individual amount of up to 000.00 KM;
• h) exercises the competences of the principal for the execution of the financial plan related to the Student Center;
• i) proposes changes and expansion of the activities of the Student Center;
• j) proposes measures to improve and advance the work process in the Student Center;
• k) proposes to the Management Board of the University to announce a competition for the admission of students for food and accommodation in the Student Center of the University;
• l) makes first-instance decisions on the individual rights of employees from employment in the Student Center, in accordance with the Statute and general acts;
• m) implements decisions, conclusions and other acts of competent authorities, in accordance with the law, the Statute and other general acts of the University; you
• n) performs other duties established by law, the Statute and other general acts of the University.

 

II

A candidate who meets the general and special conditions can be elected as the director of the Student Center of the University of Zenica:

General conditions within the meaning of this point are:

1. that he is a citizen of Bosnia and Herzegovina,
2. that he is older than 18 years,
3. that the candidate for director is not prosecuted for a criminal offense and an economic offense incompatible with the function of director,
4. that the candidate has not been convicted of a criminal offense or an economic offense incompatible with the position of director.

Special conditions within the meaning of this point are:

1. to have a university degree, i.e. completed the first cycle of four-year studies and at least three years of work experience in managerial positions,
2. that the public enjoys the reputation of a creative personality capable of managing the Student Center, i.e. that he will offer the Work and Development Program of the Student Center during the term of office,
3. knowledge of working on a computer and one of the world's languages,
4. that he does not hold a position in the executive bodies of a political party or an organization affiliated with a political party.

 

III

A candidate who is employed at the University full-time, i.e. a candidate who, with a signed statement, certified by the competent authority, confirms the establishment of a full-time employment-legal status, after the completion of the selection procedure for the director, can be elected director.

 

IV

With signed application candidates for the position of director are obliged to submit evidence of fulfilling the prescribed conditions, namely:

1. Brief biography, address, contact phone number, e-mail,
2. Certificate of citizenship, in accordance with point II subpoint 1. (general conditions),
3. Birth certificate, in accordance with point II subpoint 2. (general conditions),
4. A diploma of completed higher professional education, i.e. completed first cycle of four-year studies and a certificate/certificate of work experience in managerial positions, in accordance with point II subpoint 1. (special conditions),
5. Work and development program of the Student Center, in accordance with point II subpoint 2. (special conditions),
6. Certificate/certificate of knowledge of computer work and certificate/certificate of knowledge of at least one world language, in accordance with point II sub-point 3. (special conditions),
7. A statement that he does not hold a position in the executive bodies of a political party or an organization affiliated with a political party, certified by a competent authority, in accordance with point II subpoint 4. (special conditions),
8. A statement on the establishment of a full-time employment-legal status at the University of Zenica in the event that he is elected and appointed as director, certified by the competent authority, in accordance with point III of the Competition.

 

V

Documents on meeting the general and special conditions from point IV must be original or certified copies no older than 3 (three) months from the date of publication of the Competition, and the Work and Development Program of the Student Center must also be submitted in an electronic version (on CD).

If the diploma was obtained abroad, the candidate is obliged to submit the original or a certified photocopy of the decision on its certification or recognition in Bosnia and Herzegovina. A certified photocopy of the decision on the nostrification or recognition of diplomas obtained abroad cannot be older than 3 (three) months from the date of publication of the Competition.

As valid proof of work experience in managerial positions, a certificate/certificate from the employer or employers for whom he worked or works, which should be precise and detailed, with information on which jobs the candidate worked or is working on, the name of the position with a job description, how many he has been performing the mentioned jobs for a long time, so as much data as possible that will prove the necessary work experience.

A certificate/certificate from schools or other institutions dealing with computer knowledge training, regardless of whether they are located in BiH or outside BiH, a certificate/certificate from the faculty on passing an exam in computer science, as well as another document from the faculty - a certified copy of the registration form - index, which confirms knowledge or knowledge of computer work, a diploma or other document confirming the acquired title or occupation that is directly related to computer work.

A certificate/certificate from a verified institution, a certificate/certificate from a faculty on passing an exam in one world language, as well as another document from the faculty - a certified copy of the registration form - index, which confirms knowledge or knowledge of one world language, is considered valid proof of knowledge of at least one world language. a diploma or other document that confirms the acquired title or occupation that is directly related to the knowledge of at least one world language.

Candidates who meet the requirements of the Competition will present their Work and Development Program of the Student Center at the election session of the Board of Directors of the University of Zenica.

 

VI

The candidate who is selected by the Decision of the Board of Directors of the University of Zenica is obliged to submit to the Competition Committee for the selection and appointment of the Director of the Student Center of the University of Zenica, within 7 (seven) days from the date of the session of the Board of Directors of the University of Zenica, the certificates/verifications of the competent courts in accordance with point II subpoint 3 of the general conditions, as well as a confirmation/verification of the Ministry of Internal Affairs in accordance with point II subpoint 4 of the general conditions of the Competition.

Candidates submit the above-mentioned certificates/verifications, not older than 3 (three) months from the date of issue by the competent authorities, in the original or a certified copy.

 

VII

Applications, with all necessary documentation, must be submitted within 15 (fifteen) days from the date of publication of the Contest in the daily newspaper.

Applications for the Competition with the necessary attachments are submitted in a sealed envelope by registered mail or to the protocol of the Rectorate of the University of Zenica, to the address:

Incomplete and late applications will not be considered.
