Subject: Competitive request for submission of offers with additional publication of notices, works on

                  replace the carpentry in the Student Center of the University of Zenica

1. Invitation to tender and information about the procedure

On behalf of the Public Institution University of Zenica, I invite you to submit an offer within the competitive request for the submission of offers with an additional announcement. The public procurement procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", number 39/14) - hereinafter: PPL and by-laws adopted in accordance with the Law and this Tender documentation .

2. Subject of public procurement

2.1. The subject of the public procurement is – works on the installation of carpentry (CPV code: 45420000-7) and that:

  • Replacement of carpentry in the building of the Student Center Zenica in order to improve energy efficiency ………………………………………….. 1 set

2.1.1. Technical conditions of the offer:
            Technical description of works, General conditions for execution of works, Specification of works, Workshop drawings and
            sketches and other technical conditions attached to the Tender documentation;
2.2. Pondach mohedeliveronlyoneoffer;

2.4. Calculation and invoicing of works (situated by stages) in scope, quantity and amount according to sources
       financing, specified in the Draft Agreement;
2.5. Payment according to invoices (situated by stages) in scope, quantity and amount according to funding sources,   
       within a deadline of 30 days from the date of execution of works and invoicing;
2.6. Offer option: up to 90 days;
2.7. The deadline for the execution of all works is 30 days from the day of contracting.
2.8. The deadline for the execution of part of the works in scope, quantity and amount - according to the source of funding from (Agency for
       economic development of "Zeda" Zenica no later than September 30, 2015, stated in the Draft Agreement;
2.9. Guarantee for completed works and handling of quality complaints at the expense of the bidder, u
       in cases of correctly placed request of the Client;;
2.10. The offer prices should be formed for the unit (piece) and (flat rate), as stated in
       Form for the price of the offer (Annex number 3);
2.11. The contracting authority does not intend to conclude the Framework Agreement;
2.12. In the case of subcontracting, the tenderer is obliged to notify the Employer before subcontracting;

2.13. Conditions from the attached Draft Agreement;

                     the total value of the contract. The period of validity of the guarantee for the good performance of the works is the offered guarantee
                    period by the bidder after the completion of the works or the record of putting the equipment into operation.
                    As long as the supplier do not deliver the guarantee for the good performance of the contract will not be implemented
         contract, and all details related to the guarantee will be defined in the public procurement contract.
2.15. Other applicable conditions offered by the bidder's offer (including guarantees)

3.Conditions for inchenoe

3.2. The offeror should submit with the offer:

  • a statement confirming that he meets/accepts the conditions from point 2.2. until 2.14. and points 3.1.;
  • a photocopy of the Decision on registration with all attachments or a photocopy of the current extract from the court register;
  • photocopy of ID or VAT number;
  • Completed and signed Statement in connection with Article 45 of the PPL (attachment);
  • Completed and signed Statement in connection with Article 52 of the PPL (attachment);
  • Completed and signed form for submission of offer (attachment);
  • Completed Draft Contract, initialed on each page of the contract and signed and stamped on the last page of the contract i
  • The created, completed and signed Statement of acceptance of the conditions of compliance of the Guarantee for the good performance of the contract, according to the scheme given in Annex 5, with confirmation of the draft text of the guarantee in case of award of the contract and its delivery within the deadline set by the contracting authority,

If the contracting authority finds that the tenderer submitted a false statement, it will be treated in accordance with the provisions of Article 68 of the PPL.
Note: After the selection of the most favorable bidder, the same will have to be assessed and requested by the contracting authority   
                      submit documentation (original or certified photocopy) confirming that it meets the requirements from  
                      point 3., before signing the contract. After signing the contract, the supplier has the obligation to deliver
                     Guarantee for the good performance of the contract. Guaranteefor goodexecutiveshenjecontract, mohe to be in one

4. The form for the prices of the offer is attached

Bidders, according to the given conditions, can create a price form themselves and attach it to the bid or on the bid. 

5. Requirements in connections language

The offer, all documents and correspondence related to the offer between the offeror and the contracting authority must be written in one of the official languages in use in Bosnia and Herzegovina. Accompanying documentation and printed literature submitted by the bidder may be written in another language that is in international use, under the condition that an accurate translation of the relevant parts of the bid in one of the official languages of BiH is also submitted.

6. Preparation offers
 
Bidders shall bear all costs related to the preparation and delivery of the bid. The contracting authority is not responsible or obliged to bear these costs. The original offers should be sealed in an opaque envelope with the seal or signature of the authorized person of the offeror, the name and address of the offeror and delivered to the address: University of Zenica, Rector's Office, Commission for Procurement, 72000 Zenica, Fakultetska 3. with indication "Offerforworkssubstitutioncarpentry",  noto opento10.09.2015.years, to13,20 hours.
The original offer should be written in indelible ink or typed.
All bid sheets with attached documentation for qualification must be tightly bound, with marked pages and initialed or signed by authorized persons of the bidder.. (the offer bound as a whole in such a way as to prevent the subsequent removal or insertion of sheets or parts of the offer without visible traces - tightly glued binding in the form of a book/notebook or binding with a guarantor and the seal of the bidder's company, with marked pages).If the offer is submitted by a consortium, a power of attorney authorizing the said persons to represent the consortium during the procedure must also be submitted. Bidders may amend or withdraw their bid provided that this is requested before the deadline for submission of bids.
The contracting authority must be notified in writing about this by the bidder by writing on the envelope: "CHANGE OF OFFER" or "WITHDRAWAL OF OFFER".

7. Deadline for submitting the offer

The deadline for submission of bids expires on September 10, 2015 at 1:10 p.m.  Note: The opening of bids will take place immediately after the deadline for submitting bids at 1:20 p.m. in the premises of the contracting authority in the presence of the commission and interested representatives of bidders based on authorization or power of attorney. Bids that arrive by the deadline specified in this invitation will be taken into account. .

8. Criteria for awarding contracts and prices

The contract will be awarded to the bidder based on the "lowest price" criterion for a technically acceptable bid. A technically acceptable offer also means the fulfillment of the technical conditions specified in point 2 and point 3, and they must be contained in the offer or statement of the bidder.
If the offer does not contain all the positions given in the technical conditions, it will be considered incomplete and technically unsatisfactory and will be rejected as such. Bidders can only offer one price and cannot change it. Partial offers will not be considered and will be rejected as such. The price will not be negotiated. In the process of evaluating bids through a competitive request, the contracting authority will apply the preferential treatment of domestic, in accordance with the Decision on the mandatory application of preferential treatment of domestic, of the Council of Ministers of Bosnia and Herzegovina (VM No. 213/14 of December 8, 2014, published in the "Official Gazette Bosnia and Herzegovina", number 103/14).

9. Notice of contract award

The contracting authority submits the contract proposal to the selected bidder for signature, after the expiration of a period of 5 (five) days from the date of receipt of the selection decision, if none of the bidders has filed an appeal, and no later than within 10 (ten) days from the date of receipt of the decision. .

10. Information regarding the appeal procedure
 
Any business entity that has a justified interest in a public procurement contract and believes that the contracting authority violated the Law and/or by-laws during the contract award procedure and/or if damage could have been caused to the primary entity due to the actions of the contracting authority has the right to declare appeal within the time limits referred to in paragraph (1) of Article 101 of the Law.

The bidder who participated in the procurement procedure has the right to file an appeal within 5 (five) days from the date of receipt of the decision on the selection of the most favorable bidder. The complaint is submitted to the contracting authority in written form, according to the terms of Article 94-114 of the Public Employment Act.

1. Invitation to tender and information about the procedure
On behalf of the Public Institution University of Zenica, I invite you to submit an offer within the competitive request for the submission of offers with an additional announcement. The public procurement procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", number 39/14) - hereinafter: PPL and by-laws adopted in accordance with the Law and this Tender documentation . The request to download the Tender documentation can be submitted no later than August 19, 2015, until 2:00 p.m.

2. Subject of public procurement
2.1. The subject of public procurement is:
2.1.1. Procurement of furniture, according to the Specifications and technical conditions in the attachment.... 1 set    
Technical conditions of the offer:
2.2. The bidder can submit only one bid;
2.3. No alternative offer is allowed;
2.4. Advance payment is not provided;
2.5. Delivery no later than 30 days from the date of contracting;
2.6. Payment for Temporary situations immediately within the deadline according to the applicable procedures in the JRT system;
2.7. Payment of the Final Invoice within 60 days from the date of invoicing, according to the applicable JRT procedures;
2.8. Delivery to the address of the Ordering Party, University of Zenica, OJ Faculty of Economics, Fakultetska 3, 72000 Zenica;
2.9. Offer option: 30 days i
2.10. Other applicable conditions offered by the bidder's offer (including warranty conditions and deadlines for equipment).

3.Conditions for inchenoe 
3.1. In order to participate in the public procurement procedure - competitive request, bidders must meet the following conditions:

  • the offer may be rejected for the reasons stated in Article 68 of the Public Law ("Official Gazette of BiH", number 39/14),
  • that they have the right to perform professional activities and that they are registered in the relevant professional or trade registers,
  • that their economic and financial condition guarantees the correct execution of the contract and
  • that they have the technical and professional ability for the correct execution of the contract

3.2. The offeror should submit with the offer:

  • a statement confirming that he meets/accepts the conditions from point 2.2. until 2.10. and points 3.1.,
  • a photocopy of the Registration Decision with all attachments or a photocopy of the Current Extract from the court register,
  • photocopy of ID or VAT number,
  • Completed and signed Statement in connection with Article 45 of the PPL (attachment),
  • Completed and signed Statement in connection with Article 52 of the PPL (attachment),
  • Completed and signed form for submission of offer (attachment),
  • Completed Draft Contract, initialed on each page of the contract and signed and stamped on the last page of the contract.

If the contracting authority finds that the tenderer submitted a false statement, it will be treated in accordance with the provisions of Article 68 of the PPL.

The deadline for submission of bids expires on August 21, 2015 at 12:10 p.m.  Note: Bids will be opened immediately after the deadline for submitting bids, i.e. at 12:15 p.m. in the premises of the contracting authority in the presence of the commission and interested representatives of the bidder based on authorization or power of attorney. Offers received by the deadline indicated in this invitation will be considered.

1. Invitation to tender and information about the procedure

On behalf of the Public Institution University of Zenica, I invite you to submit an offer within the competitive request for the submission of offers with an additional announcement. The public procurement procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", number 39/14) - hereinafter: PPL and by-laws adopted in accordance with the Law and this Tender documentation .

2. Subject of public procurement

2.1. Subject of public procurement

  • Printing of two issues of the magazine Mašinstvo

2.1.1. Technical conditions for magazine printing (I and II issues):

  • Format: A4;
  • Circulation: 500 pcs.;
  • Cover: color 4/0, paper 235g kunzdruk;
  • Binding: klemano;
  • Type of print: book block, print 4/4 (black and white), paper 100g kunzdruk;
  • Volume of the book block: 60 pages.

2.2. The bidder can submit only one bid;
2.3. The delivery will be made twice in 2015, since it is planned that two issues of the magazine will be published in the same year;
2.4. Payment of the invoice within 60 days from the date of delivery and invoicing;
2.5. Offer option: up to 60 days;
2.6. The deadline for the execution of the service is up to 7 days from the date of delivery of the preparation in PDF format;
2.7. Preparation for printing in PDF format by the Client;;
2.8. Guarantee for the performance of the service and the handling of quality complaints at the expense of the bidder, in cases of correctly placed requests from the Client;
2.9. The contracting authority does not intend to conclude the Framework Agreement;
2.10. Printing should be done after a test print - printed out in one copy and inspected by an authorized person;

Subject: Competitive request for submission of offers with additional publication of notices, printing services and creation of enrollment materials and diplomas, charters, thank you notes, etc.

1. Invitation to tender and information about the procedure
On behalf of the Public Institution University of Zenica, I invite you to submit an offer within the competitive request for the submission of offers with an additional announcement. The public procurement procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina", number 39/14) - hereinafter: PPL and by-laws adopted in accordance with the Law and this Tender documentation .

2. Subject of public procurement
2.1. Subject of public procurement

  • Printing and production of enrollment materials and diplomas, charters, certificates of appreciation, etc. 1 set
  • CPV code: 79823000-9

2.1.1. Technical conditions for print index:
Index format:

  • The index is printed in the form of a booklet sewn with thread in a hard cover, size 105 X 175 mm.
  • The index covers are made of 250-300 g/m2 cardboard and covered with bookbinding cloth.
  • dark blue color.
  • The front page of the index cover contains the name and logo of the University and the name INDEX (ENROLLMENT),
  • made using the technique of dry stamp (retouching) or folio printing.
  • The inner pages of the index are printed from 90-100 g/m2 offset paper.
  • Each page of the index contains the logo of the University and protection against misuse.
  • (4) The complete text of the index is printed in black, in "Times New Roman" font.

Contents of index pages:

  • The index between the covers contains 72 (seventy two) pages.
  • The first page of the front cover of the index contains: University of Zenica, logo of the University (in the middle of the first page of the cover), name of the document: INDEX (ENROLLMENT).
  • The second page of the front cover of the index contains: index number (registration card), photo of the student (40X60 mm), handwritten signature of the student, JMB student, place of study, year of enrollment, serial number of the index.
  • Page 1 of the index contains: the name of the country, the name of the entity, the name of the canton, the name of the University, the name of the faculty/academy, the name of the study program/indication of the major, the name - INDEX (ENROLLMENT BOOK), the name and surname of the student, the name of one parent, day, month and year of birth, place of birth, municipality and country, citizenship, student status, cycle of higher education, signature of an authorized person, date, place of stamp (MP).
  • Page 2 of the index contains: indication of the semester (winter/summer), subject name, title, first and last name of the teacher.
  • Pages 4 to 39 of the index contain: academic year, number of hours (lectures, exercises), ECTS (European Credit Transfer System), teacher's confirmation of completed obligations, place provided for enrollment and verification of semester and year.
  • Pages 40 to 69 of the index contain: data on exams, student's name and surname, subject name, grade, exam date and teacher's signature.
  • Page 70 of the index contains an empty field for entering data about the final paper.
  • Page 71 of the index contains a blank field for entering notes.
  • Page 72 of the index contains a blank field for entering information on awards and recognition.
  • Index numbering as requested by the Client.

The inside page of the back cover of the index contains the name and address of the publisher and the year.
2.1.2. Technical conditions for printing of ŠV-20 forms

  • format A4, paper 80 gr/m2 offset toned in pink color, double-sided printing, prepared by the executor according to the sample
  • Numbering of forms according to the orderer's request.

2.1.3. Technical conditions for printing forms Semester registration sheet

  • format A4, paper 80 gr/m2 offset toned in green color, double-sided printing, prepared by the executor according to the sample
  • Numbering of forms according to the orderer's request.

2.1.4. Technical conditions for printing of the registration form

  • format A3 (folded to A4), paper 80 gr/m2 offset toned in yellow color, double-sided printing, prepared by the executor according to the sample
  • Numbering of forms according to the orderer's request.

2.1.5. Technical conditions for printing of diplomas and diploma supplements

  • Diploma on completed I (first) cycle of studies (Undergraduate study - BOLOGNACI), printed in vertical position on white 200-250 gr/m2 paper, (original diploma) and white 135-150 gr/m2 paper (copy of diploma), format A3 (297×420 mm), with the logo of the University of Zenica, the entire text is printed in black, except for the logo of the University of Zenica, in "Times New Roman" font.
  • Supplement to the diploma on the completed I (first) cycle of studies (Undergraduate study - BOLOGNACI), is printed on white 80-100 gr/m2 paper, A3 format (297 x 420 mm), folded to A4 format, with the University of Zenica logo, the entire text is printed in black, except for the University of Zenica sign, in "Times New Roman" font.
  • Diplomas for the completed II (second) cycle of studies (Master's studies - Bologna), are printed in a horizontal position on white 200-250 gr/m2 paper, (original diploma) and white 135-150 gr/m2 paper (copy of diploma), format A3 (297×420 mm), with the logo of the University of Zenica, the entire text is printed in black, except for the logo of the University of Zenica, except for the logo of the University of Zenica, in "Times New Roman" typeface.
  • Supplement to the diploma on the completed II (second) cycle of studies (Master's study - Bologna), is printed on white 80-100 gr/m2 paper, A3 format (297 x 420 mm), folded to A4 format, with the University of Zenica logo, the entire text is printed in black, except for the University of Zenica sign, in "Times New Roman" font.
  • Diplomas of graduates (undergraduate study - PRE-BOLONIANS), VI level of education (teachers and engineers), are printed in a vertical position on white 200-250 gr/m2 paper, (original diploma) and white 135-150 gr/m2 paper (copy of diploma) , format 250×355 mm, without the sign of the University of Zenica, the entire text is printed in black, in "Times New Roman" font.
  • Diplomas of graduates (undergraduate study - PRE-BOLONJCI), VII level of education, are printed in vertical position on white 200-250 gr/m2 paper, (original diploma) and white 135-150 gr/m2 paper (copy of diploma), format A3 (297 ×420 mm), without the sign of the University of Zenica, the entire text is printed in black, in the typeface "Times New Roman".
  • Diplomas of Master of Science (PRE-BOLONIANS) are printed in horizontal position on white 200-250 gr/m2 paper, (original diploma) and white 135-150 gr/m2 paper (copy of diploma), format A3 (297×420 mm), without sign of the University of Zenica, the complete text is printed in black, in the typeface "Times New Roman".
  • The size of the letters and signs of the University of Zenica is determined by the College of the Rectorate of the University of Zenica.   

2.1.6. Technical conditions for printing Rector's charter

  • Print 4/0, high-quality paper 250 gr/m2, dimensions-210x297mm.

2.1.7. Technical conditions for printing Dean's Charter

  • Print 4/0, high-quality paper 250 gr/m2, dimensions-210x297mm.

2.1.8. Technical conditions for printing invitation and envelope

  • Invitation card, 210 x 210 mm folded to 105×210, 200-250 gr/m2 matte kunzdruck, printing 4/4 (both sides in color), prepared and designed by the bidder, based on the submitted data, without envelope.
  • Envelopes for invitations for promotion American, white without window, optionally printed university logo and address + recipient's address, print 4/0 (single sided in color) delivered addresses in electronic form.

2.1.9. Technical conditions for imaking bindings (folders) for diplomas:

  • For A3 and B4 format, bookbinding canvas, blue, with the UNZE logo printed on the front page, other elements in accordance with the standards (cardboard 2.5-3 mm, cover, bookbinding gauze, "spiglo" made of paper 150-200 gr/m2 in a color matching the cover, hooks for fixing the diploma, envelope for diploma accessories, etc...

2.1.10. Technical conditions for imaking bindings (folders) for acknowledgments and student charters:

  • For A4 format, bookbinding canvas, silver-Dekani and gold-Rector, with the UNZE logo printed on the front page, other elements in accordance with the standards (cardboard 2.5-3 mm, cover, bookbinding gauze, "spiglo" made of paper 150- 200 gr/m2 in a color matching the cover, hooks for fixing the diploma, etc...

2.3. The bidder can submit only one bid;
2.4. Deliver the goods at the place and according to the orderer's request;
2.5. Advance in the amount of 30% of the agreed amount after signing the contract and based on the preliminary invoice;
2.6. Final payment of the invoice within 60 days from the date of delivery and invoicing;
2.7. Offer option: up to 60 days;
2.8. The deadline for the execution of the service is 31.08.2015 at the latest. year for the subject of procurement from point 2.1.1-2.1.4., and 30.09.2015. year for the subject of procurement from points 2.1.5-2.1.10.;
2.9. Graphic preparation for printing at the bidder's expense;
2.10. Guarantee for the performance of the service and the handling of quality complaints at the expense of the bidder, in cases of correctly placed requests from the Client;;
2.11. Offer prices should be formed for a unit (piece) of the product based on the approximate quantities from the specification in the attachment (Annex number 4);
2.12. The contracting authority does not intend to conclude the Framework Agreement;
2.13. Printing should be done after a test print - printed out in one copy and inspected by an authorized person;
2.14. Conditions from the Draft Contract in attachment i
2.15. Other applicable conditions offered by the bidder's offer.

3.Conditions for inchenoe 
3.1. In order to participate in the public procurement procedure - competitive request, bidders must meet the following conditions:

  • the offer may be rejected for the reasons stated in Article 68 of the Public Law ("Official Gazette of BiH", number 39/14),
  • that they have the right to perform professional activities and that they are registered in the relevant professional or trade registers,
  • that their economic and financial condition guarantees the correct execution of the contract and
  • that they have the technical and professional ability for the correct execution of the contract

3.2. The offeror should submit with the offer:

  • a statement confirming that he meets/accepts the conditions from point 2.2. until 2.11. and points 3.1.,
  • a photocopy of the Decision on registration with all attachments or a photocopy of the current extract from the court register,
  • photocopy of ID or VAT number,
  • Completed and signed Statement in connection with Article 45 of the PPL (attachment),
  • Completed and signed Statement in connection with Article 52 of the PPL (attachment),
  • Completed and signed form for submission of offer (attachment),
  • Completed Draft Contract, initialed on each page of the contract and signed and stamped on the last page of the contract.

If the contracting authority finds that the tenderer submitted a false statement, it will be treated in accordance with the provisions of Article 68 of the PPL.
Note: After the selection of the most favorable bidder, the same will have to submit documentation (original or certified photocopy) confirming that it meets the requirements from point 3, before signing the contract, based on the assessment and request of the contracting authority.

4. The form for the prices of the offer is attached
Bidders, according to the given conditions, can create a price form themselves and attach it to the bid or on the bid. 

5. Requirements in connections language
The offer, all documents and correspondence related to the offer between the offeror and the contracting authority must be written in one of the official languages in use in Bosnia and Herzegovina. Accompanying documentation and printed literature submitted by the bidder may be written in another language that is in international use, under the condition that an accurate translation of the relevant parts of the bid in one of the official languages of BiH is also submitted.

6. Preparation offers
Bidders shall bear all costs related to the preparation and delivery of the bid. The contracting authority is not responsible or obliged to bear these costs. The original offers should be sealed in an opaque envelope with the seal or signature of the authorized person of the offeror, the name and address of the offeror and delivered to the address: University of Zenica, Rector's Office, Commission for Procurement, 72000 Zenica, Fakultetska 3. with indication "Offer for printing and preparation of enrollment materials and diplomas, charters, certificates of appreciation, etc.",  no to open to 04.08.2015. years, to13,20 hours.
The original offer should be written in indelible ink or typed.
All bid sheets with attached documentation for qualification must be tightly bound, with marked pages and initialed or signed by authorized persons of the bidder.. (the offer bound as a whole in such a way as to prevent the subsequent removal or insertion of sheets or parts of the offer without visible traces - tightly glued binding in the form of a book/notebook or binding with a guarantor and the seal of the bidder's company, with marked pages).If the offer is submitted by a consortium, a power of attorney authorizing the said persons to represent the consortium during the procedure must also be submitted. Bidders may amend or withdraw their bid provided that this is requested before the deadline for submission of bids. The contracting authority must be notified in writing about this by the bidder by writing on the envelope: "CHANGE OF OFFER" or "WITHDRAWAL OF OFFER".

 

7. Deadline for submitting the offer
The deadline for submission of bids expires on August 4, 2015 at 1:10 p.m.  Note: The opening of bids will take place immediately after the deadline for submitting bids at 1:00 p.m. in the premises of the contracting authority in the presence of the commission and interested representatives of bidders based on authorization or power of attorney. Bids that arrive by the deadline specified in this invitation will be taken into account. .

8. Criteria for awarding contracts and prices
The contract will be awarded to the bidder based on the "lowest price" criterion for a technically acceptable bid. A technically acceptable offer also means the fulfillment of the technical conditions specified in point 2 and point 3, and they must be contained in the offer or statement of the bidder.
If the offer does not contain all the positions given in the technical conditions, it will be considered incomplete and technically unsatisfactory and will be rejected as such. Bidders can only offer one price and cannot change it. Partial offers will not be considered and will be rejected as such. The price will not be negotiated. In the process of evaluating bids through a competitive request, the contracting authority will apply the preferential treatment of domestic, in accordance with the Decision on the mandatory application of preferential treatment of domestic, of the Council of Ministers of Bosnia and Herzegovina (VM No. 213/14 of December 8, 2014, published in the "Official Gazette Bosnia and Herzegovina", number 103/14).

9. Notice of contract award
The contracting authority submits the contract proposal to the selected bidder for signature, after the expiration of a period of 5 (five) days from the date of receipt of the selection decision, if none of the bidders has filed an appeal, and no later than within 10 (ten) days from the date of receipt of the decision. .

10. Information regarding the appeal procedure
Any business entity that has a justified interest in a public procurement contract and believes that the contracting authority violated the Law and/or by-laws during the contract award procedure and/or if damage could have been caused to the entity due to the actions of the contracting authority has the right to declare appeal within the time limits referred to in paragraph (1) of Article 101 of the Law.

The bidder who participated in the procurement procedure has the right to file an appeal within 5 (five) days from the date of receipt of the decision on the selection of the most favorable bidder. The complaint is submitted to the contracting authority in written form, according to the terms of Article 94-114 of the Public Employment Act.

2. Subject of public procurement
2.1. The subject of public procurement is:

Technical conditions of the offer:
2.2. The bidder can submit only one bid;
2.3. No alternative offer is allowed;
2.4. Advance payment up to 50% of the total offered price according to the conditions in the JRT ZDK system;
2.5. Delivery no later than 30 days from the date of contracting, i.e. from the date of advance payment;
2.6. Payment according to the invoice within 30 days from the date of invoicing;
2.7. Delivery to the address of the Customer, University of Zenica, OJ Metallurgical Institute Kemal Kapetanović, Travnička cesta

7. Deadline for submitting the offer
The deadline for submission of bids expires on March 27, 2015 at 1:15 p.m.  Note: Bids will be opened immediately after the deadline for submitting bids, i.e. at 1:20 p.m. in the premises of the contracting authority in the presence of the commission and interested representatives of the bidder based on authorization or power of attorney. Offers received by the deadline indicated in this invitation will be considered.

8. Criteria for awarding contracts and prices
The contract will be awarded to the bidder based on the "lowest price" criterion for a technically acceptable bid. Through the "lowest price" criterion, the offered prices for all offered items from the Specification will be evaluated.

9. Notice of contract award
The contracting authority submits the contract proposal to the selected bidder for signature, after the expiration of 5 (five) days from the date of receipt of the selection decision, if none of the bidders has filed an appeal, and no later than within 10 (ten) days from the date of receipt of the decision. .

10. Information regarding the appeal procedure
Any business entity that has a justified interest in a public procurement contract and believes that the contracting authority violated the Law and/or by-laws during the contract award procedure and/or if damage could have been caused to the entity due to the actions of the contracting authority has the right to declare appeal within the time limits referred to in paragraph (1) of Article 101 of the Law.

2. Subject of public procurement             
2.1. The subject of public procurement is:
2.1.1. Laboratory equipment for soil mechanics, according to the attached Specification.... 1 set    
Technical conditions of the offer:
2.2. The bidder can submit only one bid;
2.3. No alternative offer is allowed;
2.4. Advance payment up to 50% of the total offered price according to the conditions in the JRT ZDK system;
2.5. Delivery no later than 30 days from the date of contracting, i.e. from the date of advance payment;
2.6. Payment according to the invoice within 30 days from the date of invoicing;

3.Conditions for inchenoe 
3.1. In order to participate in the public procurement procedure - competitive request, bidders must meet the following conditions:

  • that they have the right to perform professional activities and that they are registered in the relevant professional or trade registers,
  • that their economic and financial condition guarantees the correct execution of the contract and
  • that they have the technical and professional ability for the correct execution of the contract

  • a statement confirming that he meets/accepts the conditions from point 2.2. until 2.10. and points 3.1.,
  • a photocopy of the Registration Decision with all attachments or a photocopy of the Current Extract from the court register,

Technical conditions of the offer:
2.2. The bidder can submit only one bid;
2.3. Transportation of students on the route Zenica-Munich-Hamburg-Gelsenkirchen-Zenica, according to the conditions of the Specification;
2.4. Delivery of the service at the request of the contracting authority, at a mutually agreed time with departure from Zenica on,
       April 11, 2015 and returning from Germany at a mutually agreed upon date starting on
       April 19, 2015;
2.5. Ensure the agreed appointment with a maximum deviation of up to 15 minutes in departure and return;
2.6. Advance payment in percentage up to max: 70% of the total offered price; 
2.7. Transport services shall be performed in accordance with the provisions of the Law on Road Traffic in BiH and legal regulations
       in international traffic; ensure the fulfillment of prescribed technical and operating conditions and properties
       stipulated standards for vehicles and meet all the necessary quality requirements in the domain of execution of the above
       services, ensuring the safety and comfort of transportation at the specified location in accordance with the general and special
       transportation conditions, provision of mandatory basic insurance for passengers and luggage;
2.8. Guarantee for the performance of the service and the handling of quality complaints at the expense of the bidder, in the correct cases

The public procurement procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina ("Official Gazette of Bosnia and Herzegovina" No. 39/14) and by-laws adopted in accordance with the Law and this tender documentation.

2. Subject of public procurement
2.1. Printing services "Guide for freshmen 2015" (CPV code: 79810000-5) - circulation 1500 pcs..

3. Technical conditions
3.1. Technical conditions for printing:
Preparation of text and photos is the responsibility of the contracting authority on CD or electronically (e-mail) in Word version; graphic processing and breakdown of bidder's pages; printing: A4, 4/4, folding and stapling 2x in the middle; volume: approx. 36 pages of A5 existing text with photographs; paper: 135gr/m2, matt kunzdruk.
3.2. The bidder can submit only one bid;
3.3. Printing should be done after the test print after the bidder's graphic processing has been completed;
3.4. Payment of the invoice within 60 days from the date of invoicing;
3.5. The deadline for the execution of the service is 10 days from the date of signing the contract;
3.6.Delivery of the goods to the place of the Orderer, Fakultetska 3;
3.7. Offer validity period: 30 days;
3.8. The contracting authority does not intend to conclude a framework agreement;
3.9.Proceedings following a complaint about services performed at the bidder's expense, when the error occurred due to the bidder's failure to act.

4.Conditions for inchenoe (Qualification of candidates and bidders)
4.1. In order to participate in the public procurement procedure - competitive request, bidders must meet the following conditions:

  • the offer may be rejected for the reasons stated in Article 68 of the PPL ("Official Gazette of Bosnia and Herzegovina" No. 39/14),
  • that they have the right to perform professional activities and that they are registered in the relevant professional or trade registers,
  • that their economic and financial condition guarantees the correct execution of the contract,
  • that they have the technical and professional ability for the correct execution of the contract.

4.2. The offeror should submit with the offer:

  • a statement confirming that he meets/accepts the conditions from point 3. (3.1-3.9.) and point 4.1.,
  • a photocopy of the Decision on Registration with all attachments,
  • a photocopy of the ID/VAT number.

Note: After selecting the most favorable bidder, he will have to submit documentation (original or certified photocopy) confirming that he meets the requirements from point 4 upon request.

6. Language requirements
The offer, all documents and correspondence related to the offer between the offeror and the contracting authority must be written in one of the official languages in use in Bosnia and Herzegovina. Accompanying documentation and printed literature submitted by the bidder may be written in another language that is in international use, under the condition that an accurate translation of the relevant parts of the bid in one of the official languages of BiH is also submitted.

7. Offer
7.1. Preparation of the offer
Bidders shall bear all costs related to the preparation and delivery of the bid. The contracting authority is not responsible or obliged to bear these costs. Offers are submitted to the address: University of Zenica, Rector's Office, Procurement Commission, 72000 Zenica, Fakultetska 3. with the indication"2015 Freshman Guide Print Offer, Do Not Open". Bidders can only offer one price and cannot change it. Partial offers will not be considered and will be rejected as such. The price will not be negotiated. Bidders may amend or withdraw their bid provided that this is requested before the deadline for submission of bids. The contracting authority must be notified in writing about this by the bidder by writing on the envelope: "CHANGE OF OFFER" or "WITHDRAWAL OF OFFER".
7.2. The content of the offer is defined in Article 58 of the PPL BiH ("Official Gazette of Bosnia and Herzegovina" number 39/14) and bidders are obliged to comply with it.
7.3. The offer must be tightly bound and all sides of the offer must be numbered. If the offer is submitted by a consortium, a power of attorney authorizing the specified persons to represent the consortium during the procedure must also be submitted.

8. Deadline for submission and opening of bids
The deadline for submission of bids expires on 03.03.2015. at 12:00 p.m, and the public opening of bids will take place on the same day at 12:10 p.m. in the Rector's office, Fakultetska no. 3.

9. Criteria for awarding contracts and prices
The contract will be awarded to a qualified bidder (a bidder who meets the requirements from point 4) based on the "lowest price" criterion for a technically acceptable bid. A technically acceptable offer also means the fulfillment of the technical conditions specified in point 3. If the offer does not contain all the positions given in the technical conditions, it will be considered incomplete and technically unsatisfactory and will be rejected as such. In the process of evaluating bids through a competitive request, the contracting authority will apply the preferential treatment of domestic, in accordance with the Decision of the Council of Ministers on the mandatory use of preferential treatment of domestic in public procurement procedures adopted at the 114th session ("Official Gazette of BiH" No. 103/14).

10. Notification of the selection of the most favorable bidder
Bidders will be notified of the outcome of the contract award procedure no later than 7 days after the decision on the selection of the most favorable bidder is made.

11. Information regarding the appeal procedure

If the tenderer has reason to suspect that during the contract awarding procedure there has been a violation of the Public Procurement Act, he has the right to submit a complaint to the contracting authority, in writing, within five days of receiving the decision on the selection of the most favorable tenderer.

In order to qualify for the award of the contract, suppliers must meet the minimum requirements from Art. 22-26. of the Law on Public Procurement of BiH, which are described in detail in point 6 of the tender documentation.

The conclusion of a framework agreement is not foreseen for the aforementioned procurement.

1.  Successive delivery of services for the needs of the University of Zenica - Maintenance services  
     equipment;

2. Successive delivery of services for the needs of the University of Zenica - Food services

The supplier can submit an offer according to the attachments from the tender documentation for each subject of the contract individually. Offers for services can be submitted for one subject of the contract, several subjects of the contract or for all subjects of the contract.

In order to qualify for the award of the contract, suppliers must meet the minimum requirements from Art. 22-26. of the Law on Public Procurement of BiH, which are described in detail in point 6 of the tender documentation.

For the aforementioned procurements, it is planned to conclude a framework agreement by 04/30/2015 for the subject of the contract from item 2, and by 07/15/2015 for the subject of the contract from item 2.

Contract award criteria

Criterion - the most economically advantageous offer

The following criteria are applied for the evaluation of bids [from the most important to the least important and with relative participation]:
1. the lowest price with a relative participation in percentage of 80%;
2. terms of payment with a relative participation in the percentage of 15% i
3. the deadline for the performance of the service with a relative participation in the percentage of 5%.

The contract will be awarded to the supplier who submitted the highest rated acceptable offer.
All suppliers will be notified of the decision of the contracting authority on the result of the public procurement procedure, within 7 (seven) days from the date of the decision. The contract award procedure will be carried out in accordance with the Law on Public Procurement of Bosnia and Herzegovina (hereinafter: the Law).

Any supplier who has a justified interest in the award of public procurement contracts and believes that the contracting authority violated one or more provisions of the Law and/or by-laws during the contract award procedure has the right to lodge an objection to the procedure, in the manner and within the time limit in Article 51 of the Law.
