Rulebook on the work of the departments of the University of Zenica

Based on article 249, paragraph 2 and article 268, item 26 of the Rules of the University of Zenica, on the proposal of the Rector of the University of Zenica, the Senate of the University of Zenica at its 4/06 session held on 31.05.2006 adopted

Rulebook on the work of the chair University of Zenica

Article 1.

This Rulebook determines what the parent scientific teaching (artistic) units are - DEPARTMENTS (hereinafter referred to as departments), the organization of departments, the number of departments, the act establishing the departments, activities of the departments, how the personnel composition of the departments is determined, the means of the departments, the management of the department, the way performance of activities at the department, in accordance with the Rules of the University of Zenica.

Article 2.

Chairs are the basic scientific-teaching (artistic) units of the University.
Chairs perform their functions at the University and faculties according to their registration.

Article 3.

The department is organized in such a way that it unites scientific - teaching, collaborative and research staff, regardless of the organizational unit in which they are engaged.

Article 4.

Chairs are established by a decision of the Senate and are in principle formed and assigned to a faculty, academy and other organizational unit that organizes studies from a wider scientific field, and to which that parent field belongs or where the largest number of teaching and scientific research staff from that field is engaged.
The number and name of the chairs are determined by the Senate of the University of Zenica, and upon the proposal of the Rector of the University.

Article 5.

The activities of the department are as follows:

  1. planning and carrying out teaching and scientific research activities,
  2. evaluating the results of the work of teaching and scientific research staff and personnel in a certain home field,
  3. nominating members of the committee for preparing proposals for election to an academic title,
  4. makes a proposal for the appointment of committees for the evaluation and defense of master's theses and doctoral dissertations,
  5. initiates proposals for awarding the honorary title "Professor emeritus" and honorary Doctor of Science
  6. works on enriching teaching with new forms and content,
  7. coordinates the teaching content between related subjects,
  8. gives proposals and opinions to the teaching-scientific council on organizing and improving teaching plans and programs,
  9. suggests topics for graduate, specialist, master's and doctoral theses,
  10. appoints representatives of teachers and associates of the department as members of the scientific-teaching council-faculty of the University of Zenica in accordance with Article 298 of the University Rules,
  11. gives a preliminary opinion on the engagement of members of the department in other institutions,
  12. cooperates with other departments at the University and
  13. other activities from the department's domain.

Article 6.

The staff of the department consists of teaching - scientific, collaborative and research staff, regardless of the organizational unit in which they are engaged.
The personnel schedule at the chairs is based on the decision of the Senate.
Employees of the department exercise their rights and obligations from the employment relationship based on the contract in accordance with the Law and normative acts of the University.

Article 7.

Chairs participate in teaching, research and professional work and other activities that are understood under the work of chairs.

Article 8.

Activities of the department are carried out on the basis of:

  1. the curricula of the department's subjects,
  2. research and professional work plans of the University and organizational units,
  3. decisions, conclusions and orders of University bodies and organizational units.

Article 9

The department is managed by the head of the department.
The head of the department assists the dean and the relevant vice-rector in their work.
The head of the department is appointed from among the teachers in all positions employed at the University.
The head of the department is appointed by the Senate of the University on the proposal of the rector for a period of four years with the possibility of another re-appointment.
The head of the department appoints the technical secretary of the department from among the associates of that department.
The head of the department is responsible for his work to the dean of the home faculty, the rector and the University Senate.

Article 10.

Chairs work in sessions.
The head of the department convenes the session of the department on his own initiative and at the suggestion of the majority of the members of the department.
The session is chaired by the head of the department.
As a rule, the invitation to the meeting is delivered in writing no later than 5 (five) days before the meeting.
The head of the department is assisted in his work by the technical secretary.
Decisions at sessions are made by majority vote.
Minutes are taken at the sessions.
Sessions of the chair are held as needed, and meetings are held once a month.

Article 11.

The tasks and activities of the head of department are:

  1. controls the implementation of the teaching plans and programs of the department's subjects with full authority,
  2. prepares the research and professional work plan of the department,
  3. prepares a plan for the scientific and professional advancement of employees at the department,
  4. prepares reports on the department's work,
  5. presides over sessions,
  6. is a co-signatory of the documentation related to the University's activities, employees and property at the disposal of the departments (procurement requests, absences, employee work reports, etc.),
  7.  as a rule, he is the chairman of the committee for final and graduate theses from the subject of the department (if he is not a mentor),
  8. controls the implementation of the teaching schedule for the department's subjects,
  9. controls the implementation of the examination plan for the department's subjects,
  10. proposes exam dates to the vice dean for teaching
  11. is responsible for the overall work of the department.

Article 12.

The department carries out its activities:

  1. individually, each employee within the scope of responsibilities defined in the curricula, job descriptions in the rulebook on organization and systematization and the order of the head of the department,
  2. team, according to programs and project tasks of research and professional tasks, special educational forms and the like.

Article 13.

The department also prepares an annual work plan and an annual report on its work, which are parts of the Annual Plan and Report on the Work and Activities of the University of Zenica.

Article 14.

This Rulebook enters into force on the day of its adoption, and will be applied on the eighth (8) day from
on the day of publication on the notice board of the University of Zenica.
The Rulebook can be amended and supplemented in the manner and according to the procedure by which it was adopted.
