Call for expressions of interest for funds from the "Grant for the implementation of bilateral cooperation projects in the field of science based on international agreements" for the year 2023
Based on Article 3, paragraph (2) of the Decision on the criteria for the allocation of funds from the current grant for the implementation of bilateral cooperation projects in the field of science based on international agreements for the year 2023, the Ministry of Civil Affairs of Bosnia and Herzegovina hereby issues a Call for Expressions of Interest for funds from the "Grant for the implementation of bilateral cooperation projects in the field of science based on international agreements" for the year 2023
In accordance with Article 4 of the Decision, the right to submit a Request for allocation of funds under the Call for Expressions of Interest for funds from the "Grant for the implementation of projects of bilateral cooperation in the field of science based on international agreements" for the year 2023 (hereinafter: Request for allocation of funds ) have public universities in Bosnia and Herzegovina.
The purpose of the funds from this grant is to co-finance international scientific research cooperation of Bosnian public universities and universities from countries with which Bosnia and Herzegovina has concluded bilateral agreements in the field of science: Croatia, Slovenia, Austria, North Macedonia, Montenegro, Serbia and Turkey. This includes the travel and stay costs of researchers from Bosnia and Herzegovina and the aforementioned countries with which Bosnia and Herzegovina has concluded bilateral agreements in the field of science, and which carry out joint scientific research projects (hereinafter: bilateral projects) in the period 2024/2025. years.
The aim of this grant is to:
- strengthening scientific research cooperation between Bosnia and Herzegovina and countries with which Bosnia and Herzegovina has concluded bilateral agreements in the field of science,
- increasing the mobility of domestic researchers and the number of visiting top researchers from countries with which Bosnia and Herzegovina has concluded bilateral agreements in the field of science in Bosnia and Herzegovina,
- increase in the number of applications from domestic researchers to invitations within the framework programs of the European Union in the field of research and innovation and to other international scientific research public invitations.
Public universities in Bosnia and Herzegovina.
When considering the submitted Request for allocation of funds, the following is evaluated:
- the number of implemented bilateral projects with universities from countries with which Bosnia and Herzegovina has concluded bilateral agreements in the field of science;
- previous work on projects in the Framework programs of the European Union for research and technological development, as well as the COST and EUREKA programs;
- the potential that the project has to improve its application through the framework programs of the European Union, i.e. they achieved potential networking with well-known international research infrastructures or recognizable international research teams.
When submitting the Request for allocation of funds, the applicant must attach the following documentation:
- Signed and certified by the applicant of the Request for allocation of funds according to the Call for Expressions of Interest for funds from the "Grant for the implementation of projects of bilateral cooperation in the field of science based on international agreements" for the year 2023;
- Data/evidence on meeting the criteria from Article 8 of this decision, which will contain (in narrative form): evidence of participation in international programs; the perspective of further cooperation; researcher exchange plan and required funds, i.e. budget plan for project implementation (signed and certified by the project applicant);
- Decision on registration (original or copy certified by the competent authority);
- Certificate of tax registration of the Applicant (identification number) (copy certified by the competent authority);
- An official bank document from which the transaction account of the Requester is visible and that it is not blocked (budget users should submit a duly signed and officially stamped payment instruction that includes the bank transaction account, budget organization number, type of income and municipality number) (original or a copy certified by the competent authority), the document must not be older than 30 days;
- Documentation from a) to e) is submitted in the same order as stated and must be bound as a whole.
Documentation that is not bound in the manner defined as described above is not considered and is considered out of order.
The documentation is submitted in a sealed envelope, exclusively by post to the Ministry, within seven days of the publication of the Call for Expressions of Interest for funds from the "Grant for the implementation of bilateral cooperation projects in the field of science based on international agreements" for the year 2023 with the indication:
"Request for expression of interest for funds from the "Grant for the implementation of projects of bilateral cooperation in the field of science based on international agreements" for the year 2023, Ministry of Civil Affairs of Bosnia and Herzegovina, Trg BiH 1, 71 000 Sarajevo".
Deadline for submitting the Request for allocation of funds is 7 days from the date of publication of the Invitation on the website of the Ministry.
The decision on the distribution of funds intended for the current "Grant for the implementation of projects of bilateral cooperation in the field of science based on international agreements" for the year 2023 (hereinafter: Decision on the distribution of funds) is made by the Council of Ministers of Bosnia and Herzegovina, on the proposal of the Ministry.
After the Council of Ministers of Bosnia and Herzegovina adopts the Decision on the distribution of funds and after its publication in the "Official Gazette of BiH", the decision is published on the website of the Ministry.
Applicants, whose Requests did not arrive in time, which are irregular or incomplete, that is, did not meet the criteria, are informed about this through the official website of the Ministry. Applicants who participated in the Call and were allocated funds from the "Grant for the implementation of projects of bilateral cooperation in the field of science based on international agreements" for the year 2023 are considered notified by the publication of the Decision on the allocation of funds in the "Official Gazette of BiH" and on the official website page of the Ministry.
The Ministry concludes a contract with entities that have been granted funds based on the submitted Request in accordance with the decision on the allocation of funds, which defines the obligations of both parties.
The report on the expenditure of funds (hereinafter: Report) is submitted by the user of the funds to the Ministry, on the report form, a copy of which the user receives with the contract, and can be downloaded from the Ministry's website, no later than 30 days after the end of the project.
The report must contain copies of the original fiscal and other prescribed accounting documents for all costs incurred for the approved project in accordance with the applicable legal regulations governing this area.
If the user of the funds does not submit a report in accordance with para. (1) and (2) of Article 15 of the Decision on Criteria, the Ministry requests the return of the entire amount of funds transferred to the Single Account of the Treasury of Bosnia and Herzegovina within 30 days from the day the Ministry requests it in writing.
If the user of the funds does not return the funds, the Ministry initiates proceedings before the competent authority against the user of the funds who did not justify the transferred funds, and it is forbidden to apply for public calls announced by the Ministry for a period of three years.
The user of the funds is obliged to keep separate and accurate financial documentation so that all payments and expenses made according to the approved project can be easily identified. The beneficiary of the funds is obliged to keep the original accounting books and original financial documentation and, in case of need, transfer the accounting books and other financial documentation for consideration and control to the Ministry or any other person authorized by the Council of Ministers of Bosnia and Herzegovina or any other authorized by law organ.
The user of the funds can reallocate up to 15 % within the approved activities without the special consent of the Ministry, which is specifically stated in the explanatory report.
